- Delinquent males and females up to the age of 21 from both Dauphin and Cumberland Counties who are not a threat to themselves, their family, or the community.

Located in Harrisburg, PA, the Non-Residential Treatment Program is an intensive, three-phase community-based program for adjudicated youth, who the court has ordered to be supervised within the community as opposed to residential placement, and for clients returning to the community from a residential facility. It is conveniently located in the community with access to public transportation, schools and agencies.
Abraxas community-based programs serve as both diversion programs for juveniles in lieu of institutional placement and also as transitional programs for juveniles reintegrating into the community from institutional placements. The programs are designed to build competencies in young people and families, protect the community and hold both youth and families accountable.

How long does the program last? The average length of service in the program is 3 to 6 months.
How extensive is the supervision? Clients receive three face-to-face contacts with one group session and one family session each week.
How do you report violations? Case managers complete both a daily activity log and a weekly form that are sent to probation officers. Case managers are in touch with probation officers at least once a week.
How does the program hold clients accountable for violating program rules? When clients fail to comply with the rules and expectations of the program, the following may occur: meeting with probation officer; curfew restrictions; decrease in privileges; additional group meetings and additional community service may be implemented; increased parental restrictions and house arrest.
How is the curfew decided? The Probation Department/Children & Youth establishes the curfew for all clients. NRT staff conduct nightly curfew calls and perform random house checks. What types of groups do you provide and when are they offered? Groups are held on site every Thursday from 3:30 to 4:30 PM. Transportation is provided. Topics include family violence, drugs and alcohol, STD/HIV awareness, anger management, goal setting, gun violence prevention, parenting, bullying, gang prevention and job skills. Clients who violate program rules may also attend "adjustment group" on Saturdays from 8 AM to 11 AM.
What are the expectations of parents? Parents are expected to be familiar with the program contract, rules of probation and treatment planning and goals. We also ask for support from parents with house rules, appointments, communication and accountability. Additionally, parents should take part in the Family Strengthening Program.
How many clients in the NRT program appear for court? 100% of all clients appear for court, as staff reviews court procedures with the family prior to court. NRT staff also provide transportation to court when needed.
What is the purpose of the inter-agency and parent surveys? We use the information obtained through the surveys to improve the quality of our services.
How do I make a referral? Referrals can be made to the program director or treatment supervisor. Juveniles should be referred 10 days prior to their disposition hearing or 30 days prior to being released from a facility.
